Non‑accessible content

Documents (PDF, Word, Excel)

Some documents published before September 2020 are not fully accessible. This includes missing text alternatives, untagged PDFs, tables without headers, and scanned documents without OCR. These documents are exempt under the regulations, but we aim to replace or update them where possible.

Images

Some images may lack descriptive alternative text. We are reviewing and updating these.

Heading structure

Some older pages may contain skipped or inconsistent heading levels. We are correcting these as part of our content review.

Forms

Some form fields may not have programmatically associated labels. We are working to ensure all forms meet WCAG requirements.

What we are doing to improve accessibility

We are taking the following steps:

  • reviewing and updating all pages for correct heading hierarchy
  • replacing or remediating non‑accessible PDFs
  • ensuring all new documents meet accessibility standards
  • improving link text and reducing reliance on “click here”
  • adding alternative text to images
  • improving keyboard navigation and focus visibility
  • conducting periodic accessibility audits

We aim to resolve the majority of outstanding issues by December 2026.
